I just went to their website and posted them this comment:

Please, please please STOP shrinking the screen vertically during NCAA tournament basketball games. Yesterday nearing the end of the Pitt vs. Villanova game you did this several times and it's very annoying and disturbine. The distortion of the image strains my eyes due to the image distortion and I'm sure that a great many if not the majority of your viewing audience finds this objectionable. You may think it's an innocent trick to advertise your after-game show with Dennis, but it's a very unfortunate blemish on your programming. Please desist his awful practice!!
 
It's something to do with the signal carrier. If you watch OTH HD it doesn't happen. It happens a lot if you watch it through comcast digital.

What's OTH HD? I'm watching OTA HD, pulled off my rooftop antenna. I'd think it's the same for all transmissions. I think KCBS is fucking with the signal, cramping it ~10% or so and running their blurb as a banner right to left about their sports guy's after game show. They must have done it at least 4 times during the most exciting part of the game and it made me furious. I absolutely decided I had to complain. I can't believe they aren't getting other complaints. I think the network used to do it but they stopped a year or two ago. It bugged the fuck out of me and I complained at least once to them.

Yeah, it's really annoying when they decide that, not only are they going to advertise their shitty show to you, but they're going to do is in a way that messes with the aspect ratio of the broadcast.

In terms of idiocy, though, nothing beats one of our local channels interrupting the Euro '08 Championship with weather updates. Twice during the game, they moved to the broadcast studio to spend five minutes covering what was essentially nothing.

That sounds horrifying. I hate it when they plug their network TV shows, assuming you're a TV addict. I always reach for the Mute button when they do that shit. I also always timeshift so I can FF through as much of the junk as I can.

The problem was the mute button did nothing. I couldn't watch. I had to sit there for three minutes and then four minutes watching the local weatherman point out the areas that could potentially have low-level flooding. Awful.

I get a similar thing on prime time shows via OTA HD, it will lose widescreen, quality, and Dolby so they can throw a little time/temperature display on the screen, then pops back to normal once the overlay is gone.
