It is the remains of a Porpita jellyfish. The tentacles are missing. There were a whole bunch washed up on the beach.

Indian Pipe is one name. I learned it as Ice Plant and Corpse Plant. It is kind of cool in that it has no chlorophyll.

Yep, I stepped within a couple feet of it before noticing it basking. My first thought was "Get the camera out". My second thought was "Step away first, dumbass". It was very cooperative and let me take a few picts and a short movie before sliding off into the water.
