It's indifferent toplessness. She's got an OK rack, she's fucking crazy as all get out, but the only sound in the video is people commenting as they watch this on a CCTV feed. At one point some woman says "look at dem titties though" which is the highlight of the entire clip.
 
How does this work in the US? She had an episode due to mental illness yet they're charging her with a couple crimes including resisting arrest. Do they throw her in prison, do they treat her, do they deport her to South America?

Standard procedure. In court she can claim an insanity defense. She was caught in the act and arrested. Law enforcement can't just take someone on their word or people would be doing all kinds of crazy shit. She will probably go to court and have to show she was not on anything like meth. If it comes out it was a mental health issue I would imagine all charges would be dropped provided she gets herself help.

What would pedophilia have to do with it? Oregon is the worst in terms of registered sex offenders, just as Florida is the worst in terms of face-eating cannibals, mom jeans, and overall human vulgarity.

MSM just popularizes the Florida incidents of face-eating. There have been studies that show the incidents are random as a factor of population, not location.
