Instead of the UK and France, I wonder about a pair like Belgium and France.

Retaliation is quite possible. I doubt that the US would respond with retaliatory tariffs if Canada's tariffs were sanctioned by the WTO. It would be very bad for the US to undermine that institution that openly. And if we focused the tariffs on just a few manufactured consumer goods, the tariffs could cost jobs down there, and there would be few economic consequences up here. Well, the price of refrigerators may go up, but we can handle that.

I really don't get why the US is being so stubborn on this issue. The tariffs are bad for your economy, and breaking your agreements are bad for your reputation. It's irrational.
