State employee took every Friday off for 17 years

ALBANY — “Thank God it’s Thursday!”

A longtime state prison system employee could face criminal charges after watchdogs revealed yesterday that he took a three-day weekend — every week for 17 years.

The probe by state Comptroller Thomas DiNapoli and Inspector General Joseph Fisch found that correction officials looked the other way as Howard Dean -- a retired food-services director -- fleeced the state treasury out of nearly $500,000 with the phony scheme and a host of ill-gotten perks.

About $230,000 of that was the fifth day of the week that Dean was supposed to work but didn't. Probers said he needs to pay back the taxpayers and are looking at going after his pension.

The thing is if someone did this at a large company, we would never know about. In fact, as someone who worked a large company I know someone who got away with a similiar scheme for quite awhile.

Anyway, sweet work if you can get it. Personally I believe in the 32 hour week.

Not in the Gov. He got caught because we require a lot of paper work and many differant offices when people work at many jobs. I can do my work in less days but sometimes people want to see me or ask 1 stupid question that could wait. So we can;t do 4 10's. We can, and I do, 8 days at 9hrs and 1 at 8hrs and 1 off.

So yea he may work harder and does 5 days of work in 4, but he will still get dinged as people are always looking for a scandal when it comes to the Gov.

Unless he had either documented permission to take off early and/or his employment contract specified the absence, he can't get paid for days he didn't work if he was required to work on them. it's like billing someone for a 40-hour work week when you in actuality only worked 20-hours.
 
I have enough vacation built up and accruing each month that I could take a 4 day week for over a year before cutting into my pay. This does not include personal days and sick time. Theoretically, I could do this every other year indefinitely at my current position.

So he is salary, what's the big deal? I mean 17 years might be excessive, but salary is pay for performance, not trade time for dollars.

Though in all seriousness I would take 4 10 hour shifts over 5 7.5 hour shifts in a heart beat. I once had a job like that, it was awesome.
 
This reminds me of Hank from Malcom in a Middle, where he took every Friday off from his job for a couple of months. I forget which episode it was.

He can claim he was told it was ok. Unless they can prove other wise he will win. If this happened a couple times and got caught then that would not work. But by allowing it to go on for that long, it becomes automatic permisson.

Example: A guards actions allowed an inmate to escape, he was fired. The board said he could not be fired as other guards had allowed people to escape and they did not get fired. As such the unwritten rule by exacution was you will not be fired the first time you allow an inmate to escape.

As many have already pointed out; if he did his job, who the fuck cares. Really, people need to get lives instead of prosecuting this type of shit. Our work scheduling needs to be more like France anyway.

I don't work directly for the government (on gov't contracts actually) and need to keep my time to the 1/10th of an hour. I am salary, not hourly.

If I want to work extra M-R and take off F, thats fine. But I can't "lie" and work regular hours M-R, put in time never worked for F and take off even if I did my job more efficiently and got as much or more done M-R.

I don't know all the details about his accountability for time, but its joked that we'd go to FPMITA prision if we pulled something like that.

That said, we get paid overtime (as salary, exempt, non-union) as well, so there are 2 sides to the argument. I'd like to have lax work hours as well.

He's a civil servant so I think it's safe to say no, he was not. They live in a different space time continuum than the rest of us. Their clocks run at least three times slower than ours.

Poor quality means you get fired. Good quality means you get to keep your job. Extra quantity just means you get to continue keeping your job.

As a taxpayer, I'm helping to pay the salary of someone who is deliberately trying to cheat the system in an unethical manner.
