You can do anything you want with your flag, as long as you don't hurt anyone but yourself. The Flag Code only applies the govmint displaying the flag.

I don't think it's actually enforcible where you actually get in trouble, it's more of a "general code" so to speak. Though I think some things might actually be considered illegal, like burning it. But I also heard burning it is the proper way to dispose of an old flag, so guess it really depends.

I was actually curious so I did a google search and we have very similar rules about display of flag, though nothing about weather.

Makes sense because you'd only be able to display it for a week every year.
