Assuming the transmitter is on a planet in another solar system. Assume again that their planets axis is tilted, like ours and has seasons. It would stand to reason that the signal would only be directed towards earth for a few minutes of a few of their days, once a year (their Year).

I've read about all there is on the Wow signal, and have never heard of a search done to account for those common sense assumptions. We've set up "searches" at random, for random amounts of time with little or no consideration to reverse engineer our listening relative to how a signal from us might appear in another solar system.

I don't think the powers that be WANT to find it.
