My Zalman 9500 hsf won't work with the speed adjuster

For the fan to even turn on at all, I need to plug the fan directly into the power connecteron the mobo. I cannot connect it through the fan speed adjuster. What can I do?
Also, when I turn on the computer, the fan doesn't turn on for atleast 2-3 seconds, is this normal?

By "speed adjuster" you must be referring to the FanMate.

I've installed a bunch of Zalman HS/Fs now and never use it. Most if not all motherboards can control the CPU fan so the FanMate is useless for most applications.
 
So how do I adjust the fan speed then? It's a Gigabyte mobo.
Is there some kind of application that allows me to do it?
 
2-3 second delay doesnt sound bad really. I mean thats pretty quick and the chip isnt going to overheat in that short of a time.
