I think I saw a graphic somewhere that shows porn with unshaven ladies is fairly popular. I wish I could remember where I saw it. I will try to link.
 
How hairy is too hairy, when it comes to armpits?

Obviously, you wouldn't want to find stubble (or at least, I wouldn't).

I saw a lady out in public recently, with just enough pit hair that you could tell it was hair, but nothing at all like the OP.
 
Pretty standard in Europe. It's just a matter of your environment and what the advertisers have gotten you use to.
 
The arms I wouldn't be so bothered about, but the legs... must be like those one-way teeth in car parks.
