My WD hard Drive runs extremly slow

I just downloaded SiSoft Sandra and my hard drive scores are low. Everything else seems to be running right at what it should except that. here are my specs.
My Hard Drive is a Western Digital 7200 40.0 gig UDMA 100 Hard Drive. (WDC WD400BB-00CLB0)
I'm using VIA 4.37 Drivers

Windows XP
AMD 1600 XP Proceor
SOYO Dragon Plus
Geforce III Ti 200
Sound Blaster Live X-Gamer
USR 2976 Modem

Oh BTW i did run the program that came with the hd to put it in UDMA 100... and i am sure i have a udma cable.

Drive about full? Really fragmented?

Oh, think XP also sets drives to PIO mode by default instead of DMA. Look around for post on it, think it's just a few clicks and it's solved. Why they did that is beyond me.
