My RAM isn't running at the rated latency

I have a Pentium D 930 based system which I am always in the process of slowly upgrading. It has an ECS 945P-A rev1.1 motherboard. I just bought this RAM (Corsair XMS2 DDR2 800 4-4-4-12).

I know that my motherboard only supports maximum RAM speed of DDR2 667, but the RAM was so cheap ($10 after I sell the combo item) and it is replacing DDR2 533 5-5-5-15, so I bought this RAM because I was hoping it would last me through my next two upgrades (mobo and processor in that order).

The RAM is running at DDR2 667 which is great but the latency is 5-5-5-15 which is unacceptable. I was hoping to maybe reach some TIGHTER timings due to the RAM being underclocked. I can't seem to find any settings in my motherboard to manually set the latency so I think I'm kind of screwed. Also I see some ratio FSB:DRAM which is currently set at 3:5 and I was wondering if I could mess around with the clocks in order to get a better ratio. I have a nice 6-pipe cooler on my proc which cools it passively to 50C at load, and it has a 120mm fan that never goes on. Also the RAM comes with some beefy heatsinks so I think it can take some overclocking.

I'm hoping that there might be some software solution that will let me manually adjust these settings. The worst-case scenario for me is that I cannot get this RAM to do better than 5-5-5-15 in which case I will either have to return it or end up buying my new mobo waay ahead of schedule.

The 945 is fairly restricted in what clock/timing combinations it supports. You may already see the best it's got.
