My raise sucked

My boss is trying to give me a 14% pay CUT. Well all of us in State government here in the great state of CA.

At least you got a raise. My first year, most people (including myself) here got 1%. The next year, no one got a raise unless you were in the top some percent. This year we'll see what the raise will be but frankly, the lack of a raise forced most of the young people leave for other companies.

4% is a nationwide average right now.

I got much more, but there was some extreme circumstances to that.

My boss got 4%.

no room to advance, all positions are filled and no plans to make up any new positions.
no i did not know about the policy change, and my boss told me to keep it quiet during my review.

It's obvious you're not a lawyer! There's no rules saying that you have to get a raise at all. A private company can change it's rules on how much more they are willing to give you, IF ANY, whenever they feel like it. Or have no stated rules at all, if they should so please. It's up to them IF, WHEN, and HOW MUCH of a raise you get. If you don't like how much they're giving you, find another job - they OWE you nothing.

Sorry for ranting, but this feeling of entitlement irritates the living sh!t out of me.

Speaking of policies - wonder if the OP's employer has one about disclosing salary/raise information. Most of the places I've worked for do. If they found out about it, and somehow traced it back to him... say goodbye to the raise, and the job too...

I only got 2% ... as did everyone. NO merit increase even with positives across the board. Hmmmm incentive to stay, I think not.

One thing I learn is nobody irreplaceable.

To OP, just be happy you got pay more than 66% of your peers, salary wise, not raise wise.
