My RA is having monitor problems!

he has a nice A$$ viewsonic flat screen 19" CRT. (~ 3 months old)

the screen seems to shake a little bit. if you stare at it for a few seconds, you can really tell that the monitor is shaking. its weird i know. we tried the monitor on a different computer, same problem. we tried a different power cord. same problem. i hooked it up to the DVI. same problem. whats going on?
