If you post where you're going to end up with hardware and a price range on a PS, that would be helpful.

I want a minimum of 400watts for the PS. Regarding price, is it always more quality for more money?

Generally the more you spend the better the quality with PSUs. If you're looking for quiet, consider getting one with a single 120mm or 140mm fan rather than dual 80mms or the like. There are also completely fanless power supplies available if your budget allows.

ditto, you could also just replace the fan in your PSU it's not too hard to do.

That's a good idea but this thing was never very quiet even when it was new.

I was looking at the Seasonic Super Silencer 400....anyone ever heard of it? It's about $90. How much for the Antec Truepower 430?

The Super Tornado series is supposed to be even better (I have one, it's damn quiet), according to www.silentpcreview.com. They are pricey, but probably quieter than the Antec TruePower line.

Wow, you're not having any power problems with just 300 watts?

Just replace the fans with something like a panaflo L1A or some other low rpm fan. It's very very easy.

Yeah. But be careful and do some research first...even switched off there can be enough juice in the PS to suck the paint off your house and give you a permanent orange afro. NMBs (if you can find them...Ebay?!?!) are awesome. Virtually silent yet they still push a decent amount of air.
