Setting up a site that appears to consist of two things - a PHP-Nuke package and a forum - isn't anywhere near what you're going to need to move towards success.

Content, of course, is the key. Maybe interview a number of HR recruiters at big name companies? Do a "top ten" list of up and coming IT jobs, or best cities to work in? Decent template though, but I'd lose the scrolling thing in the top-right corner. Just make it static.
