The OP was discussing washers not dryers. I'm willing to bet dryers start far more fires than washers -

They're not filled with water for more than half a cycle and the contents are very wet when finished!

Dryers on the other hand have a 40,000 btu/h source (natural gas) or 5.5kW heating element and are often in poor maintenance beginning with the lint filter. There are safeguards in place namely snap disk switches but poor maintenance of the exhaust lines is a sure way to have a fire break out in short order.

Crap, just assumed it was the dryer. Yeah how the hell does washer put out that much smoke?

The gas line could could an explosion IF it were damaged and the leaking gas filled the basement until it found a source of ignition such as a standing pilot in a water heater or the spark of an electrical switch as the OP turned on the lights coming down the stairs. Concrete room filled with optimal ratio of NG and O2 = big boom. :Q

This is why you NEVER touch ANY switch or operate ANYTHING electrical or could spark if you smell (natural) gas when entering a closed area.

If the line is severed and the gas is ignited it's just a torch but will probably cause a fire.

Someone did the same thing at my complex's laundromat. I put my clothes to dry and when I returned the whole laundry mat was smoky. I saw that the smoke was coming from a specific washing machine. I immediately ran to it and opened it. This thick ass comforter poured out of the machine.

I opened all of the windows and left a note on the machine.

smoke detector? Buy the loudest one you can find and install it. Don't forget to change the batteries.

Modern washers should not have belts IIRC. Even older ones used a transmission. Driers have belts though.

What are you considering modern? I just tossed a 4 year old whirlpool that had went:

motor > belt > transmission > belt > drum

Transmission locked up, which killed the motor, which led to me tossing the damn thing.

Direct drive motor with cycloconverter. No tranny necessary. ;)

Where those cog belts? They don't slip unless something is really wrong and usually the motor - small fractional hp motors with not a lot of torque - will stall. Again protection SHOULD prevent smoke. If the OP had a recording of the sound it would tell a lot. ;)

I would hate to live in an apartment, for reasons like this. Stupid idiots that do stupid things to put your life in danger.

She should be banned from the apartment imo. Give her 2 weeks and kick her out. And make her pay for new washer and dryer.

At least, I'd suggest that to the landlord anyway...

Gas lines don't explode unless they are leaking. I watched PG&E do a "hot tap" on a project I was running. The guy gas welded (that's oxygen and acetylene) a fitting onto a live 4" gas main.

You should make sure that the owner installs a smoke detector in that room. Surely the fire department requires it. Tell him/her WHY you need one installed. Exactly why, including the name or apartment number of the idiot that almost burned down your apartment building. Also, ask him/her to check that the washer isn't damaged or unsafe. Make sure he/she knows you didn't do it and are outraged about it.

See I'm just worried one of these stoner losers that lives upstairs will try to blame me or my room mates for it. I would assume my word would count for more than theirs, but they could still cause trouble.

I called him up, and told him the brief version, stoned girl doing laundry at 4:30 in the morning, basement filling with smoke, almost lighting cellar on fire. He didn't sound happy about it, said something to the extent of "Oh....that's REALY nice..." I asked if we could get some smoke detectors and an extinguisher, he's bringing them over.

My previous place had a "magic device" that was both a washer and dryer. It had not exhaust vent. Anyway, the thing was a piece of crap and also emitted a bit of smoke when I used it under "normal" circumstances with a small load. Eventually the whole unit fried (actual fused wires and everything). Maytag should hire out the Maytag Man to fix shitty washer and dryer machines; they would make bank due to all the crap devices these days.
