My ISP doesn't allow any servers of any kind. Is this the norm?

I pay $30/month for 1.1 dsl bidirectional coming from a T1. It's wired for this apartment complex which is near campus and has no other options for high speed internet access. This place is sort of like a dorm where all the rooms each have their own bathroom and one shared kitchen. So they charge $30/month per room. Anyways, they caught me using emule and I had to call and promise not to use it or any other file sharing app in order to get back online. Is this BS or am I out of the loop since I've been using dial-up for the past 1.5 years?

A lot of ISPs don't allow serving. My school didn't, and Comcast does not, either.

Yeah, most don't allow servers. You have to get a business class provider in order to get server capability.

OK. So what's a legitimate use of their advertised 1.1mb upload? They don't allow me to use ftp programs either.

Also, what's their rationale? Economics or legal liability?

Well I've been using it for a week and they caught me.

No Kazaa, no winmx, no emule, nothing for me. So lots of isps ENFORCE this?

ATTBI doesn't allow it, but they've never enforced it on me. I don't know how long they've had the policy, but I ran an FTP server (for legal bootlegs) for like 2+ years.

yeah they'll catch it and write you a threatening letter. Don't do it, or pay for a connection that will allow it.

Charter does. If you want to serve up webpages or files, you need a static IP and a business class hookup, at more expense.

Charter consumer class offerings are DHCP and change often, making any permanent server arangement moot.

Yeah, problem is, they're the only one in town unless I wanna pay $500/month for a T1 line.

Umm, they kind of have to let you use the BW, they usually write into the contract no servers, I suggest you read exactly what it says about servers, and if they start sticking your for charges they can't prove (like uploading too much) talk to a lawyer. It is standard practice to disallow servers on home lines, but you are paying for the bw - use it. My internet connection downloads 24/7 at max, goes down once a month for about 3 hours for maintenace, and restarts etc. I don't use the upload that much (email, games etc) but you should definitely read the contract (you did sign it afterall) and see what they allow, I would also suggest putting up a firewall...
