My gigabyte ga7dx resets when I hit the power switch

I have already checked the obvious possibilty that the reset and power switch are miswired, and I have checked it against the manual and by eye and they seem right. I tried rewiring them just in case, and that didn't help. I just swapped this board in, and my previous one never did this, so I am pretty sure this is the board. What else would do this? Could it be a BIOS setting? If so, which one? I didn't see anything that looked remotely like this when Ilooked.
 
BIOS Setting.

There are different settings in the BIOS unders Soft Power Switch or something like that. Since ATX is suppose to be turned off by software, I usually set it to power off if you hold it in for 4 seconds. This actually puts the computer in Suspend Mode. There is still power going to the board. It is always safest to power it down and then unplug the computer. The newer boards have a diode that goes out when the power is gone.
