1. Yes A64 is good for multi-tasking.
2. Make sure it's quality PSU like Antec / Fortron / Enermax and it should be FINE.

That's gonna be risky, since without a brand you don't know what you're getting into. Most generic cheap 400W PSUs pretty much suck

If you are wondering about the power usage, this should give you an idea of how much power you need.

Get the 9600XT 256MB, however if it were the 9800 Pro 128MB then I would have picked that one. But the SE's are a bit slower than the XT

getting the 256mb 9600xt is a waste of money. you wont find any performence increase over 128mb. even the 256mb 9800 pro is about 1-2 fps faster in some games like doom 3 and farcry. for other games, its worthless. its basically a marketing scheme for vid cards weaker then the 9800 pro. IMO, the 256mb pro is only worth the money if you can get it dirt cheap, or unless you plan to flash it to a 9800 xt.
