the theory is that 16 year olds drive slightly better when they are alone. put other kids in the car and they feel the need to "look cool" by driving with the lights off/speeding/etc, etc
It's a good rule, and I can vouch for being a dumb ass when I was 16. 16 year olds shouldn't be driving anyway.

Although is it really that hard to turn the lights on manually? :confused: Even when I first started driving, I never had the urge to drive at night without headlights....that just seems stupid.

You're not too smart yourself for sitting in your friend's car and not telling him to turn on the lights and slow down.

I'm 16 and I speed anyhow, not just when I have friends in the car. Anyhow enforcing age limits are pointless and unfair. I have a few friends who are excellent drivers, better than their parents. There are also those friends who are idiots and I wouldnt trust with my soda much less my life. The only real way is to make the test harder.

The fact that neither you nor the other non-driver told him to turn on his lights after being warned tells me that there is more than one idiot in this story. I'm leaning towards three.
