My First Build Will Not POST

I have:
IP35-E
E8400 (The IP35-E is supposed to support Wolfdale, no?)
eVGA 8800GT
Antec Earthwatts 500W
2x1GB Crucial Ballistix
IDE Harddrive

Now, this is my first build, so I'm rather terrified that it's not working...
When I turn on the power supply, the red light on the board comes on and stays on. However, once I hit the power button, the machine starts up for about five seconds and then restarts, the green light on the mobo going out but the red staying constant. It then continues this cycle of restarts at about three-second intervals.

It seems that right before it cuts out the first time, there is some sort of beep trying to come out, but never quite makes it.

Help, please?

Did you put on the latest BIOS update? Could help. Try it first. Maybe the board you have hasn't been updated for your CPU...

See, I have a disk prepared and all for the BIOS update to v.15, but the computer cannot boot far enough.
 
i'd jumper the pins and remove the battery for 5 to 10 minutes. then rejumper the pins and put the battery back in and see. if still noting, it may have taken a jolt of static electricity.
