I have known a lot of "old" people and have never heard one of them claim that they had been taken advantage of. They have all just admitted that they did something stupid.

Dunno about that, but it seems to be paying someone back money they stole isn't exactly punishment. If someone steals a car, and they get caught and return it, that isn't the end of the line, criminal charges would be filed. Why should online theft be any different?

Well proving he stole the money is the problem I guess. He could claim he still had intentions of sending the fish but some other circumstance came up. The police are just mediating right now because that is really all that can be done.

Well he caught himself there.... he admitted he never had the fish. Man no wonder people do this... the worst that happens is they have to give money that was never his? Crap thats incentive to do this if anything.
