My CPU has random Usage (lag) Spikes

Was hoping someone could help me with this. My computer randomly and frequently gets lag/usage spikes which will slow down anything on the computer for a couple seconds. This happens even when not running any programs at all. I've opened up the task manager and watched the performance of my cpu for a couple minutes and about every minute or so, there is a spike that goes up to the 90% usage mark for about 1 to 2 seconds in the first core of my quad core processor.

I cant watch any type of video or listen to any music due to this. The only thing i can describe it is that when im listening to a song, it sounds like the song goes into slow motion for about a sec or two, then continues like nothing happened.

I refreshed my computer by reloading windows and loading all the basic drivers to get everything working, and the problem still happens.

Anyone have any ideas on what it could be?

Assuming all 4 cores are enabled in your BIOS I don't see why your system would be rendered unusable when your first or second core jumps to that much usage.

In any case, did you actually reformat your whole drive and then reinstall Windows, or did you just try to repair/install over your old OS?

I reformatted the whole drive, then reinstalled windows. I'm assuming all four cores are enabled in the bios, I am not at my comp right now to check, but i'll definately check once i get home.
