Our admin work connection is 300kbps partial T1 and my email box is 40MB. That's worse. We use IE6 and only upgraded from NT to XP last year.

Our operational computers are connected with 14.4k modems using Pentium II 266mhz machines. Even better!

That's probably the case. I work in IT and I see this all the time.

I also often find ways to increase productivity or save money, but they don't want to have anything to do with stuff involving custom code, or Linux, or open source in general.

I make suggestions all the time that are ignored outright. Just yesterday I actually got into a verbal altercation with someone in sales over an IT issue because she thinks she understands what the company needs from technology better than I do. I'm the IT Director.

The further up the food chain, the less they actually know about IT.

I started at this company as a software consultant, moved in to fill a manager position, then moved up to director. I know their software inside and out better than anybody on the planet. But clearly this sales moron knows more about the system than I do.
