My computer has a problem?

I have a radeon 9800pro and I seem to be having vertical tear when I am draggin my windows. I have already set for Vsync to "on." But it seems that I am getting vertical tear when I am dragging and expandng my windows. BTW I have the latest video drivers installed.

Try changing your refresh rate. I had the same problem, then I changed from 75 to 85 and it went away.
