my comp freezes on bootup time to time

for a while now, my computer has frozen during bootup, (around where it detects all your slave and master drives). i have a feeling it might be the mobo? i think it started happening when i crunched up the clock to OC my cpu...anybody else knows what could be the cause of it not being able to bootup correctly? (usually when it freezes i hit reset and it'll boot up fine after that)

i initially also though i might've plugged the jumpers (the pwr switch, pwr led, etc.) in wrong, but i've checked it many times and it is correct.....and in regards to this, does it matter which way you plug the cable in?? on one side it says PWR SW, but say i flipped it around and plugged it in, would it do anything funny? cuz i've tried it and it seems to work fine which ever way you put it in...and there's no indication on which way it should face. (i might sound a bit confusing at this point so let me know if i should have to clarify myself)
