Stay on top of his ISP. Also send him email to let him know what you've done.

does she have a restraining order? if so, he is probably violating it. have him arrested or what ever they do to creepy guys that can't get over getting dumped.

if she doesn't then she should get one. She knows the person for sure.

Don't post the IP either. It is her responsibility to take it up with the police and ISP. The ISP will know who it is.
