The manual only suggests making sure the drain hose isn't kinked which it doesn't appear to be. It worked fine on the last cycle, now the water just sits and makes a small humming sound while on the drain cycle. Any ideas?

Had a whirlpool that would get clogged up once every 3 months. Damn thing wasn't even a year old. Repairman said it was a big problem with that model. The only thing whirpool did about it was replace the pump with an easier model to take apart and clean out.
Is it necessary to take it apart (in the back to see if it's clogged? I took out the water once and I didn't see anything. It's a GE.

Other vote for a jammed pump. Last year my washer was doing the same thing. Turn out that a wire from bra was preventing the pump from working. The service guy said that it was very common.
My gf over filled her top load washer and a hankey/kerchief went over the top of the tub.
This piece of fabric clogged the suction side of the pump.
Syphon out the tub, place a good sized pan under the suction line and disconnect it.
OH! Unplug the washer BEFORE working on it.

C'mon...this is ATOT...what kind of answer did you expect?
How old is the washer? If it is under any type of warranty, I'd call the repair guy and let them fix it. if not, though, I would definitely start looking for foreign objects inside. If you hear humming, you are getting power to it so it definitely sounds like a jam or lack of suction.
grrr.. reminds me of the time Lowes installed our washer and forgot to hook up the drain hose. First time we used it, guess what happened??

More likely than the pump is the coupling; whatever that part is called... (not every brand has this part; you didn't mention the brand in the OP)
Tip the washer back and look under it... if you see bits of shaved black rubber, it's that piece... about $5-10, and 30-45 minutes to replace (the first time) If you should ever have to replace it again, it's a 5 minute job once you've learned how. Hmmm... darn it.. now I'm double questioning myself if that part stops it from draining too... I know it stops the agitating... I think it stops both, but I could be mistaken.

Like someone said above, it's like legos - take it apart til you find the broken piece/problem, put it back together. There are a lot of sites online with instructions as to how exactly to take it apart.

Probably not the problem, but you can at least eliminate a very simplistic guess which was a problem on mine. Mine would run just fine but it would just stop at the drain cycle, still full of water. Turns out that it was the little switch that engages when you close the lid. For some reason, mine wasn't engaging but did when I applied firm pressure on the lid or used a flat-head screwdriver in the slot to push the switch down further. Like I said, it is likely something more complex but it wouldn't hurt to check. I spent hours troubleshooting mine before stumbling across the problem by slamming my fist on the lid out of frustration. As soon as I did that, the damn thing started draining which tipped me off to what was wrong.

What I want to know is how a sock can get in the pump!
The sock/hankey/under pants goes over the top of the tub. Most pumps have no suction screen.
The tub works inside a large stationary bowl. The bottom of the bowl has an unscreened drain.
If the suction side of the pump is blocked..Lowering the drain hose will do little to nothing
