I took an intro to SQL class last week.

But, like everything else, this one is over my head.

this one may go away and become a non-issue, i talked to the vendor

The guy asks for help w/ data in Oracle and he gets Perl and VBScript samples; gotta love it ;)

The problem I'm running into is that the field the person has to enter their phone number in Oracle is an open field and they're entered in all different ways

Is there any level of determinism here? I've dealt with the same issue you describe, but I could always discern a familiar pattern. Do they have alpha characters in them, do some contain less than 10 numbers, etc.?
