Take him to the vet. Cats don't generally go outside of the litterbox unless there is something wrong with them. Often times it is physical. When my calico had urinary issues she would try to go on the places she associated with comfort such as her favorite blanket and such.
If it's a stone or crystal it can be life threatening to male cats because they have more narrow urethrae.
