Obviously the left headlight was designed worse than the right headlight 
Every flicker costs you 30 minutes of bulb life.
I would just replace the whole headlamp housing honestly. The UV coating that prevents them from frosting over lasts about 10 years. You can resurface them and put another UV coating on but its never going to be as optically clear as factory new. So if the socket is bad and they're going to frost over soon just buy a new headlamp assembly.
IMO. Its used... at this point its only worth what you put into it.
