Does the My Book 8TB USB hard drive turn on as soon as you plug the power cord to a power outlet since it does not have a power switch in the back? Also does this drive turn off automatically when the PC it's connected to turns off? Also if the power went out like during a thunder storm or the surge protector the drive is connected to was turned off, does this drive power back on as soon as the power returns or the surge protector is turned back on even though the PC is turned off? I just bought an external USB enclosure for my 6TB hard drive and was wondering it the My Book 8TB acts the same way as far as powering up and powering down is concerned.

You really should be using a UPS if you have frequent brown/black outs, those are never good for running equipment.
I don't think the My Book has an external power switch, so, as soon as it gets power, it turns on, and it goes to sleep when computer is off (in theory).
If the APM is set too aggressive, you will see it head parking very often, IMO, this isn't very good either, so, it is better to NOT leave it plugged in all the time, only when you need it.

It doesn't have a power switch. The drive only spins up if it's connected to a PC that's on and the power brick is plugged in. If the drive is powered but not connected via USB it goes into an idle sleep state where the light pulses on and off. When you turn your PC off, it goes into idle sleep state. If it's connected to a PC and the PC has no need to fetch files from the external, after some time it will park its head and it will take a few seconds for it to spin up again. If power goes out and comes back on, but the PC is still off, it goes into idle state.
