There is a history of Westerners advising developing nations to make economic decisions that led to disaster. These economic boom/bust sequences are felt in the West, but not nearly to the extent of the developing states. I can understand South Americans and Southeast Asians having animosity towards Western bankers.

I think the reason lula blames the white hair blue eyed man instead of the Westerners, is because they consider themselves westerners as well (rightly so).
