my assignment- quick question on web content management

Hi. I am doing an Assignment at uni for my subject 'Web Content Management' and have come across a question and i really have no idea what they are trying to ask. Is anybody able to help me read this question and understand it better? My assignment is based on usability

Discuss whether Web Content Management usability relates to the disposition of labelled elements which facilitates orientation in a web environment

its a crock of shit hey! i have no idea what the question is saying... maybe its saying discuss whether the usability of a web content management system relates to design of it?

ok shot an email off to him and got the answer:

Dear Lachlan,

if you listened to class discussions, you would know the answer. The
question has been raised at least 10 times.

The point means: usability in relation to the design of websites for
content, and the navigability of the website.
