I just read a article on my MSI FX5900XT-VTD and my cards drivers come with a function called D.O.T which enables you to slightly increase the Core and Meory clock. It has 6 settings:

Privte
Sergeant
Captain
Colonel
General
Commander

Sergeant is the lowest commander the highest. Now i though to myself I wont use it cause it comprimises the warrenty but in the article it said that the feature is covered by warranty. So in other words MSI have made this card so it can take a little higher clock rates with out doing the slighest of damage and its still under warranty.

I put this feature on Commander and I got my 5000 benchmark points in 3DMARK03 :)

1 Week after buying this card the ATI Radeon 9800 Pro dropped and was only $50 Australian $ dearer, so i made a mistake by not waiting but I am still extremely happy with this card.

I have a similar system, and you're definitely running a little low. Is the RAM running at full speed? I don't know, but that could help. My system should be the same performance-wise, save my RAM is at 200MHz.
I get about 11,500 with everything at stock speeds, almost spot on 12k with my CPU at 1.72GHz.
Also, your '03 score should be a bit shy of 5000.
