is running at 1.4 ghz!!!! It should be doing atleast 2.0 ghz .... what can I do. Also my vid card is only in 4x AGP mode how do I get it to 8x AGP (GF4 4600Ti)
 
Have you tried making the appropriate changes in your BIOS? Also, is your BIOS up to date? Most should detect the CPU properly w/o having to manually enter multipliers, etc.

I agree. Make sure you have made the appropriate changes in the BIOS and if not you could try flashing the BIOS if updates are available and are applicable.
 
Finnkc what motherboard do you have?? Could be bios, jumper or dip switch.

The setting for AGP should be in the bios under Advanced Chipset Features.

 
ok I fixed the CPU speed and found out my 8x Vid card was only a 4x (took it back). Thanks for the help.
 
AFAIK the 4600Ti is 4x only, its the 4800s which are 8x.

For the CPU make sure you have the latest BIOS which supports XP chips and make sure the multiplier is set to 15 and the FSB is 133 (1995Mhz).
