DAKAR, Senegal -- The Muslim world has created a battle plan to defend its religion from political cartoonists and bigots.

Concerned about what they see as a rise in the defamation of Islam, leaders of the world's Muslim nations are considering taking legal action against those that slight their religion or its sacred symbols.

Though the legal measures being considered have not been spelled out, the idea pits many Muslims against principles of freedom of speech enshrined in the constitutions of numerous Western governments.

"I don't think freedom of expression should mean freedom from blasphemy," said Senegal's President Abdoulaye Wade, the chairman of the 57-member Organization of the Islamic Conference. "There can be no freedom without limits."

Don't you have to actually believe in the religion before you can blaspheme it?

The report urges the creation of a "legal instrument" to crack down on defamation of Islam. Some delegates point to laws in Europe criminalizing the denial of the Holocaust and other anti-Semitic rhetoric. They also point to articles within various U.N. charters that condemn discrimination based on religion and argue that these should be ramped up.

I don't think this will fly in the US, at least I hope not. However, Europe has set precedence where by it could very well happen and people could be jailed for criticizing Islam. If that comes to pass it would give Muslims a powerful weapon and be a huge step toward the Islamification of Europe.

For example if you are Arab you can not expect to live like an Arab in Europe nor can you demand too you have to live like a European. We go through great lengths to show respect for their culture and order schools and employers to do the same and it IS done.

The common man does not have regular meetings with the prime minister and government officials. A Muslims, Catholic, etc. cannot be the head of state of the UK. The common man isn't allowed to live in government palaces, pay what taxes they feel like, etc.

That's nice, but countries like Switzerland have mosques banned in certain regions Minaret controversy in Switzerland. Germany has headscarf bans in several states. France's position is quite well known as well. You couldn't even be a German citizen until recently unless you had German blood. There were people born there for generations without citizenship. This from the land of the Nazis and superior race beliefs!

I'm not claiming that everyone in Europe is racist. They're not. That's why maybe you don't have headscarves or turban bans in the UK. However, racism is a huge issue in Europe. There is a lot of discrimination and oppressing of minorities throughout Europe. Countries have restrictive citizenship laws, religious attire such as the headscarf and Sikh turbans are targeted for banishment, movements to prevent constructions of mosques (and especially mosques with minarets), far-right parties are gaining strength, etc.

During the European Year against Racism and Xenophobia, it was found that 66% of the EU described themselves as racist. Do you really think that number has dropped to 0% since then? With everything that has happened since then, I wouldn't be surprised if it has increased.

Indeed i am British and the head of state has less to do with politics in England than any common man, could they simply renounce their faith, sure they could.

The common man does not have regular meetings with the prime minister and government officials. A Muslims, Catholic, etc. cannot be the head of state of the UK. The common man isn't allowed to live in government palaces, pay what taxes they feel like, etc.

No. They were asked if they were racist, and on a scale of 1-10, how racist. 66% rated themselves as racist, with half of that percentage declaring themselves very racist and the other half slightly racist.

In GB, it's not about headscarves or turbans, it's about religious symbols, the movements to prevent construction of ONE Mosque has more to do with the financing of the Mosque and that those responsible for the finances are awaiting trial, but of course, that piece of information just doesn't fit right into your "Europe is so racist" diatribe.

That's nice, but countries like Switzerland have mosques banned in certain regions Minaret controversy in Switzerland. Germany has headscarf bans in several states. France's position is quite well known as well. You couldn't even be a German citizen until recently unless you had German blood. There were people born there for generations without citizenship. This from the land of the Nazis and superior race beliefs!

I'm not claiming that everyone in Europe is racist. They're not. That's why maybe you don't have headscarves or turban bans in the UK. However, racism is a huge issue in Europe. But a huge amount of the population is racist, and the governments cater to their votes with bigoted policies. It's like the early 20th century there in terms of race/ethnic/minority relations.

Europe is probably more progressive on gay rights than other places. But for issues regarding race, minorities, etc. it's closer to Saudi Arabia.

There is very little racism in the EU when you compare it to the USA, if you were to make the same study there then you'd have 2/3 or more being described as racists too and you probably know that but choose to ignore it.

Europe is horribly bigoted and will continue to trend that way as the politicians need to pick up the growing far-right vote as it enters more and more into the mainstream. People like you are ignoring what is going on. You are part of the problem.

The Nazis came along and wiped out entire groups of people. A genocide happened in Europe just in the last decade. European governments are involved with genocidal acts in Africa as well as promoting bigoted policies at home. It's going to be too late when you realize what is happening to those around you.

You seem to be forgetting that the majority of racists in the world today are NOT white people any more, that table has turned and not by a small margin either.

The problem is too many people immigrating in to Europe, US, Canada, and Australia see it as a right not a privilege.

Actually, I would not necessarily reject that. However, I don't see how it seems that I'm forgetting it. It's irrelevant in this discussion. What's next? I'm forgetting that George Bush has a ranch in Texas?
