Most all media players have recompression software built in. Use iTunes or something to make it a 64 kbps MP3, it's going to sound like crap at that bitrate so it doesn't really matter what program you use.

What bitrate is it now? How long is the song? What kind of music is it?

Note, if you use LAME to re-encode it, you can always do it with the LAME.exe file, and use the commandline. Or else use a program that lets you change LAME's quality setting to 2, or if possible, 0. It'll take longer to encode, but it'll give you as much quality as possible. Or use VBR, and fiddle with the quality and bitrate range settings to get it to the filesize you want.

Other ideal option to minimize quality loss: re-rip from the original CD, if that's an option, and encode that to the smaller file.

why? space is so cheap these days. and compression costs quality, recompression is photocopying a photocopy. if your device can't play an mp3...egads man, toss that turd

First I'd suggest changing it to mono, this'll save a buttload of space.

There may not be a problem.
How long is the file?

Generally anything under 500k per minute (8.5k/s) will get pretty junky so for 2 meg if it's longer than 4 minutes it will sound pretty bad
