When they say USA only do they mean shipping or billing or both? Can I use a credit card from another country but shipped here?

I just picked up a 512MB Centon PC2700 stick at CompUSA for $30AR. Should I return it and grab this for ~$10 more? I'll be pairing it with a Kingston PC2100 512MB module in an Asus A7N266-VM that maxes out at FSB266 for now (paired with a XP1700+, soon to be replaced with a 2400+), so it'd just be running at PC2100 speed. I'm thinking that the Mushkin may be more valuable for a future (non-OCed) A64 system.
