munitions in a public mall?

i went with my grandpa to the meeting of a muesuem that is located within a mall in my city. This is a war MUSEUM and i sat in the same room with all the people on the staff as they discussed some issues. Apparently some people donated some stuff to the muesuem that they have no record of recieving and its live artillery munitions. they have not informed mall security but they are having military personell come up from a military base south of here to disarm the things in secret. but the MUSEUM is to remain open while they wait on the crew from the base. but what im wondering is, why would anyone accept donations of live munitions in the first place? i mean where in the hell do you get live artillery rounds? and god forbid the mall catches fire

there are just some things that shouldn't be put in the hands of the USPS, FEDEX, or UPS

My neighbor a few houses up the road has some olive green colored artillery sheels in his basement. He said they came back with him from the Korean War. He also literally owns 1500+ firearms and tens of thousands of different caliber ammunition. He's at gun shows on a weekly basis adding to his collection.
