Multiprocessor OS Detection problems

I have a MSI K7D Master L and 2x 1900MPs.. Both XP & 2000 both are having problems detecting both CPUs at startup. Requiring me to restart the machine for them to do so.

I installed both on the system with both cpus enabled.

No new Bios updates.

Device Manager sees both CPUs, Task Manager doesn't. (Graph is set to 1 Graph per CPU) And it's sluggish when a program maxes out the cpu.

Any suggestions? It's really really irritating having to reboot to get the full potential of the system.
 
What power supply are you using on that rig? Have you tried it at default clockspeed?
