Multiplier screwed up on notebook

I'm working on an Acer Aspire 5100 with an AMD Turion X2 TL-50 1600mhz cpu. For some reason Everest is reporting this cpu at 798mhz with a multiplier of 4. Is this accurate? There is nothing in the bios that allows for a multiplier change and I see no software installed that can modify these settings.

The CPU is throttling back to keep power consuption and heat to a minimum. Pretty much all notebooks do this these days, and it's normal. If it doesn't need 1.6GHz of power, it won't use it.
