Multiple VPN connections per client

Is there a clean way to set up multiple VPN connections on a XP Pro client?

I need to test L2TP connectivity to a server with upwards of 30 tunnels, and Im trying to accomplish this with one laptop. I can connect two VPN connections to the server, but the third dies in saying the PPP device is already in use. If thats the case, why would the second connection go through?
