Multiple Routers on One Network

Allright heres the deal.
I live in a small apartment complex, 15 units. Many of the poeple that live there are friends of mine. There are going to be 2 routers on the network, each with their own internet connection.
Is there anyway to allow only me and my roomate access to our routers connection while still being able to access the share on our friends computers? And vice versa for everyone else?
 
MCrusty, it depends on whether or not those routers support this feature or not. Many routers let you block TCP/IP ports for ranges of IP addresses. You'd set the routers to block all ports for the range of IP addresses that do not include your or your friend's computer. You and your friend's computer would need to have static IP addresses. For example, the router's IP address is 192.168.0.1 and your computer's IP addess is 192.168.0.2. You'd set the router to block all TCP/IP ports for the IP address range 192.168.0.3 to 192.168.0.254.
