Not likely, an operation like this had to have been planned in advance and likely over months or longer. You don't have coordinated attacks in multiple places by just winging it.

It will be interesting to see if there's any connection to the Charlie Hebdo attacks in January.

Nah, they most likely have plans already, or always have plans, and just waiting on the order to execute.
 
If this is ISIS, one good thing will likely come out of it. The entire Euro will probably step up their attacks on them, and help both us and the Russians wipe them out.
