well, you might want to start by trying to read up on "network load balancing" which is a feature of win2k server and advanced server.

that would (if configued correctly) allow you to combine 2 streams into one "faster" stream

also, there are some switches out there that have load balancing built into them

do some keyword searches on google and see what you can come up with
 
You have a couple problems with what you are trying to do..... Eventhough you may be able to control which ISP you send all your traffic through, you cannot control which ISP the traffic comes in on. And yes, Load balancing will work, but only with outgoing traffic.
