Multi-Monitor Security Options

I have a friend who runs a privately run, home-store very small convenience mart that is suffering from shoplifting from teenagers after school lets out primarily.

We are already equipping his computer with a MultiViewer programmed security camera system, salvaging his previous cameras that use RCA jacks and power adapters, leading them into a small EasyCam USB adapter geared to run a 4 camera system.

We are having to use Vista 32 bit for an operating system since its the only economic solution for a program and hardware to keep costs low, as this and other USB security cam adapters on the market aren't compatible to Windows 7 64 bit and still stay within budget.

Besides his main 19" computer monitor, we are wanting to run 3 to 4 separate monitors at the end of his isles, about 30 feet away. Problem is:

What type of video card, how much memory, and how long can we expect to run each video cord and still keep video integrity?

I believe I am aware of a problem using too long of a video cable, and losing video picture.
We will need to adapt 3 or 4 video monitor SVGA fittings to cords to run to his computer video card.

Please keep in mind we are trying to stay within a budget.

We are planing on using 14" monitor flat panels. These are merely to keep a "you're on camera" mentality at the end of the isles to help scare off "sticky fingered" predators.

If you have any ideas that can keep the video card and equipment suggested around $150, please help us defeat our problems here with any tips and or links.
