intel vs AMD was also the exact same instruction set. and Intel's current CPU's outperform their 10 year old CPU's at half the GHz rating
same with ARM. all the CPU's support the same instruction set but they have their own architectures which shows up in the benchmarks
Once again, the argument was about using two cores as opposed to one, so this line or reasoning is utterly pointless.
Also, outside of Qualcomm, I believe that most of the SoC manufacturers just use reference design with little or no modification. In general these modifications don't result in major architecture overhauls or serious performance differences at similar clock speeds.
