What are the thoughts on the MSI Geforce 2060? and do you think ill bottle neck on a RYZEN 5 1600 with a ASUS B350-f and Corsair 2666MHz Ram?

I like the MSI 2060 cards, used 2 of them so far and they are great build quality.

Your system would handle it fine.

Should be fine BUT which MSI RTX2060?
MSI makes 8 versions.

He will be GPU limited in 2019 AAA games so R5 1600 should be fine for the RTX 2060 even at 1080p

2060 is overkill for 1080p anyway. Unless you're aiming for really high frame rates for FPS games, a 1660 Ti is a better fit. You can even get away with a 1660 for a lot of titles (not 2019 AAA though) so that's a better fit for the CPU. I don't think the results are quite as bad as the linked article report since there were several early reports of issues with NVidia drivers on Ryzen, but I believe that there were later fixes that improved performance.

I guess that since NVidia has FreeSync support now, you can take what you save on the monitor and put it towards a more powerful card. If you've got an older monitor though, a 2060 is possibly a waste. I haven't bothered upgrading my old GPU just because I'd need a new monitor to take advantage of almost anything.
