MSI E7500 Master Issues

Hello guys. Having some trouble getting a board up and running and was hoping you guys might have some suggestions.

Motherboard:
MSI E7500 Master (Dual socket 603)

Problem is this:
I plugged up 2 Xeon 603 1800's
Hooked it to 430W PS (Tried enermax and thermaltake)
Put 2 Sticks 512mb Apacer PC 2100

The ram runs fine as I took it directly out of another box.

I can not get a picture out of the machine, despite the fact that the hsf's come on. The odd thing about all this is that the heatsinks are NOT heating up at all even when I leave it on.

Things I've tried:

These are the 2nd set of procs. I tried a pair of 1400's and they did the same thing. I concluded it was the proc since the board claims to only support 512kb l2 cache. ( 1400's had 256). I tried it in a single proc config as well. Same thing.

I also tried jumpering the onboard video off and using pci vga card. Notta.


My guesses:
The board was bought brand new and so I hoep it is not the board. The board says it supports ECC Reg. DDR 200. This is PC 1600. I put Reg. PC 2100 in it. This shouldn't matter, but at this point I am at a honest loss. So maybe it is the ram?

Update:

I tried the old procs and get the same result. Do you guys think it is worth buying registered pc1600 to try it?

Anyone with any advice at all? I'm really at a loss. Thanks guys.
